What counts as a contact
For Pre-Employment Support: face to face, a phone conversation, a videoconference, a one-off or regular activity the provider organises, and workshops, group activities or training sessions the provider organises. Meaningful email or text exchanges can complement other contacts, but not as the only form. The Initial Interview counts towards the Intensive Service minimum.
For Ongoing Support: face to face, a phone conversation, a videoconference, and a meaningful exchange of email or text messages (more than one message, with details of the support needed and at least one reply from the participant). A contact can include a third party, such as a family member, support worker, NDIS coordinator or employer, with the participant's consent (Part B 6.6, 9.4, 10.6).
What happens if the minimum is not met
The Department can decline to pay or recover Pre-Employment Service Fees where the minimum contacts were not delivered, unless the provider made reasonable attempts, including rescheduling and correctly applying the Targeted Compliance Framework (Part B 6.6). The Department can also require more frequent contacts by notice (Deed 114.3). Documentary Evidence of minimum contacts must be kept (Part B 6.6).
What this tool does not model
- Whether a suspension pauses a period of service or its contact minimum: this tool does not model suspensions.
- Capability Interviews, Reconnection Requirements or other Mutual Obligation Requirements contacts, which sit on top of the service minimum.
- Work Assist participants, whose minimum follows the level of Ongoing Support they receive.
What the rules do not say
Neither the Deed nor the Guidelines say where "each period of three months" starts for Intensive and Flexible Service. This tool offers a choice: periods running from the start date in three-month blocks (31 August plus three months is 30 November), or calendar quarters with the first period starting on the start date.
Part B 10.6 prints "an average of 3 Contacts" a month for High Ongoing Support, but its minimum is 12 Contacts a quarter, which is 4 a month. This tool shows the quarterly minimum of 12 only, and does not publish a monthly average.
Deed 114.5 and Part B 10.6 say a Flexible Ongoing Support Instance needs "at least four hours"; Part B 11.7.2 says "over 4 hours". This tool uses "at least four hours".
The Deed pays Moderate and High Ongoing Support fees "for each four-week period", labelled "Monthly (per 28 days)"; the Guidelines also describe a 13 week quarter. This tool lets you choose the cadence for the fee trigger, and always checks the minimum Contacts against a 91 day (13 week) quarter.

Does this tool keep what I enter?
No. Everything is calculated in your browser. If you choose Send this to us, a summary goes into the contact form for you to read, change or remove before anything is sent.
Is "on track" a guarantee the minimum will be met?
No. "On track" means the contacts delivered so far keep pace with the minimum across the period elapsed. A quiet fortnight can still turn a period behind, and this tool always recalculates from the dates you enter.
Why is Flexible Ongoing Support shown differently?
Flexible Ongoing Support has no minimum to reach: it caps the number of Instances the Department pays for at six in any rolling 26 calendar weeks. This tool shows a cap being reached, not a shortfall.
